QRT team needed
He told that according to the law, weapons cannot be carried inside the jail. If there are poly organic poles, we need a Quick Reaction Team (QRT), which has full body protectors and is equipped with non-lethal weapons such as tear gas, stunt grenades and many types of shock batons.
The jail’s DG said, “The QRT has been made but it takes some time to bring the equipment. Logistics and infrastructure were seen. Everywhere, standing orders are being written on the criteria of duty, what you have to do at which point, so that our working system is strengthened. Daily security checkup is being done inside every ward. He said that things have been started according to the need to identify things, check them daily, make their reports and improve the system.
The Director General of Tihar Jail said, “There is a committee for the assessment (evaluation) of the prisoners who face security threat from outside or from themselves. There are representatives of Delhi Police in the committee so that they can share the information they have. Based on that, we could decide where to separate whom.
‘100-150 men in each gang’
DG Sanjay Beniwal said, “There are about 10 to 12 gangs inside the jail. Each of which has 100-150 men of small and big level. Sometimes they unite, sometimes they separate. It remains dynamic. Then someone is coming, someone is getting bail, their number also keeps on increasing or decreasing. There should be a complete channel for this, so this security audit is being done every month.
‘Phones are used by big criminals for wrongdoing’
The DG of the jail said, “The medium of communication of the prisoners is telephone. LG sir has also formed a committee, whose job is to see how these jails can be freed from phones. His method is that if the phones stop going inside then it will be impossible to make calls from inside, but the phones which are used for wrongdoing are from the side of big criminals. Common criminals talk at home. It is very important that if we allow every prisoner to talk at home for 5 minutes, then there should be as many phones so that there is convenience. With this happening, I believe that the need for the phone will reduce. Illegal phone key. If we can jam the phone again, then it will be completely closed. It is very important that the facilities that the jail has are available.
He said, “The problem has been addressed to a great extent in the new Model Prison Act brought out by the Central Government.” He said that there is an idea to buy pepper spray. Also said that there is still some help problem in Teser gun, it needs to be considered.
‘Prisoners are prisoners in my eyes’
The Director General of Tihar Jail said, “Prisoners are prisoners in my eyes. All are equal, there are many hard and criminal who commit crimes again and again. The law says that they need to be treated a little differently. The prisoner who comes for the first time, he is kept separately in our place. We call those in the age group of 18 to 21 as young offenders. There is a separate jail for those who are convicted, they have a separate jail. When our security committee tells that it is a hard criminal and there is a danger to it, then we keep it in the high security board. They get separated. There is a different restriction on them which is written in the manual.
